      1. UNRWA Staff Involvement in the October 7 attack

On January 26, 2024, UNRWA announced that Israel had provided information implicating twelve of its staff members in the October 7 massacre.[1] In response, UNRWA Commissioner-General Philippe Lazzarini stated that the organization had dismissed the employees linked to the allegations and affirmed that any staff member found involved in terrorist activities would face consequences.[2]

Israel further claimed that UNRWA facilities and vehicles were used in carrying out the attack.[3] On February 2, 2024, *The Wall Street Journal* reported that Israeli intelligence estimated approximately 1,200 UNRWA employees in Gaza were members or affiliates of Hamas or Islamic Jihad, whether in their civilian or military wings.[4]

Israel also presented evidence showing at least 12 UNRWA employees directly participated in the massacre, including recordings[5] and photographs[6][7] documenting their involvement in the destruction and violence on that day. One video reportedly shows an UNRWA employee dragging the body of an Israeli civilian in Kibbutz Be'eri.[8]

On August 5, 2024, the UN released findings from its investigation, concluding that out of 19 employees under review, nine UNRWA staff members would be dismissed for possible involvement in the October 7 attack.[9] The observer 101 (talk) 11:04, 6 March 2025 (UTC)[reply]
